Voters in Nebraska, Indiana and Virginia will decide separate gambling measures on November 3, covering mobile sports betting, a possible casino development and satellite horse-race wagering. The questions differ in scope and none would by itself open a new operation immediately.

Nebraska's ballot contains two linked initiatives. Measure 440 would amend the constitution so state law can authorise online sports wagering for bettors located in Nebraska. Measure 441 would create the implementing framework and place oversight with the Nebraska Racing and Gaming Commission. The Secretary of State's voter pamphlet presents both questions and the competing campaign arguments.

In Indiana, voters in Allen, DeKalb and Steuben counties will answer whether inland casino gambling should be permitted in their county. The Indiana Capital Chronicle reports that the vote is tied to a potential northeast Indiana casino, but a positive result would still leave licensing, location and development decisions unresolved.

Virginia local ballots include pari-mutuel satellite wagering questions. Pulaski's initiative asks whether that form of betting should be permitted in the town. According to CDC Gaming Reports, Amherst County voters face a related question. Each requires local majority support before a project can proceed through the remaining regulatory steps.
