Tanzania is finalising a revenue-sharing arrangement that would give local councils a defined role in proceeds from gaming machines. Deputy finance minister Mshamu Munde described the proposal in Parliament on October 29 while responding to concerns about machines operating in communities outside formal gaming venues.

The agreement would coordinate the central government, the Gaming Board of Tanzania and local authorities. Focus Gaming News reports that the percentages have not yet been disclosed and that stakeholders must submit their views before the document is signed.

Authorities are also keeping new gaming-machine licences for foreign operators on hold while assessing the activity's social and economic effects. An earlier Gaming Board notice paused new slot-machine and route-operation applications more broadly to allow completion of an electronic monitoring system. The April notice did not distinguish applicants by nationality, so the relationship between the two formulations has not been formally clarified.

Munde also cited enforcement against unlicensed machines and plans for real-time monitoring. The proposed local-government agreement would add a revenue-allocation mechanism to that oversight programme, but it remains a draft rather than an enacted distribution formula.
