The Netherlands Gambling Authority will accept applications in January for the country's only licence to offer offline pool betting on horse and trotting races. The new permit will run from July 1, 2027 to June 30, 2032.
The regulator's notice sets an application window from January 4 to 31, 2027. It expects to publish the required documents in December. The current licence held by ZEbetting & Gaming Nederland expires on June 30, 2027.
The permit covers totalisator betting at racecourses and physical betting offices. Online horse-racing betting is excluded because it falls under the separate remote-gambling framework. The eventual licence holder must contribute 10% of monthly gross gaming revenue from Dutch horse and trotting races to the equestrian sector.
According to iGaming Business, each applicant must first pay a non-refundable €40,900 fee. The authority will assess eligibility and compliance before awarding the permit. If several candidates qualify, an unweighted notarial lottery will decide which operator receives the licence.
