Macau's six casino concessionaires will contribute a combined MOP9 billion, about US$1.1 billion, to a new government-backed investment fund. The commitments form almost half of the fund's initial MOP20 billion capital.

An Inside Asian Gaming report says CBRE sees both advantages and trade-offs in using concessionaire capital. The structure redirects part of operators' existing non-gaming commitments into a pooled vehicle rather than adding a separate obligation.

The GGRAsia account says the six companies will participate as limited partners. Professional managers and the fund's governing bodies will control daily investment decisions, while contributions count toward concession-related spending requirements.

Macau's government will provide the other MOP11 billion from accumulated returns on financial reserves, according to SiGMA's review. The fund is intended to back emerging industries, technology, healthcare, financial services and projects linked to Hengqin and the Greater Bay Area.

For the concessionaires, the arrangement changes where part of their required non-gaming capital is deployed but does not remove the obligation. The eventual benefit will depend on investment selection, governance and returns, none of which can be judged from the initial commitments alone.
