Gross gaming revenue in the Netherlands' licensed gambling market fell from €4.5 billion in 2024 to €4.1 billion in 2025. The Kansspelautoriteit identified weaker online casino and betting activity as the main cause of the decline.

Online casino GGR decreased 18.2%, while online sports betting fell 30.2%. The regulator said player-protection measures introduced in late 2024, including a net deposit limit, contributed to the change, while the men's European football championship had lifted betting revenue in the comparison year.

The Ksa market update shows smaller movements in the land-based sector. Gaming-machine revenue in arcades and hospitality venues fell 4.7%, lottery GGR declined 1.8%, and Holland Casino recorded a 2.8% increase driven mainly by machines.

A separate monitoring report covering the first half of 2026 found that online accounts rose from 1.38 million to 1.48 million. The estimated number of monthly players remained close to 490,000, while about 820,000 people gambled online at least once during the six-month period.

The regulator estimated that 94% of players used only licensed providers. Revenue-based channelisation rose from 54% to 59%, a gap that suggests average losses remain higher among people using illegal sites. The Ksa also reported that the number of people receiving treatment for gambling addiction increased by more than 14% in 2025.
