The Ibero-American Corporation of State Lotteries and Betting marked its 38th anniversary by reporting 35% membership growth over the past two years and outlining a technology-focused agenda for 2027. The organization, known as CIBELAE, was founded in 1988 as a cooperation and training forum for official lotteries.

In its anniversary announcement, CIBELAE says it now operates across 22 countries and brings together 27 lotteries and operators plus more than 60 sector companies. It estimates that its members represent 87% of Latin America's lottery market.

The group says more than 90 professionals participate in six technical commissions covering legal affairs, anti-money-laundering controls, processes and products, social responsibility and responsible gambling, and technology. Its work also includes supporting members seeking World Lottery Association certifications in responsible gambling and information security.

An InfoPlay report says the 2027 program includes an artificial-intelligence tool intended to assist member lotteries, further study of prediction markets and a major regional congress in Puerto Rico. The agenda also maintains a focus on cooperation against illegal gambling.
