Brazil's Supreme Federal Court opened a public hearing on November 3 about the nationwide prohibition on fixed-odds betting. Justice Luiz Fux convened the session as part of ADI 8027, a constitutional challenge to Provisional Measure 1,394/2026.
The measure bars fixed-odds betting and provides for the termination of federal authorisations already granted to operators. The court's announcement says the National Association of Games and Lotteries is seeking immediate suspension and eventual invalidation of the measure.
The hearing brings together federal ministries, prosecutors, industry groups, football clubs, broadcasters and organisations concerned with consumer welfare and public health. iGaming Brazil reported 34 participants after additions to the programme, while the STF's earlier published timetable listed 28 selected entities.
Public hearings give the court technical and social evidence, but they are not judgments. The November 3 session therefore does not by itself restore betting licences, suspend the provisional measure or settle the pending constitutional actions. Any change in legal effect requires a judicial order or legislative action on the measure.
