Eighty-five Brazilian fixed-odds betting licences have been revoked under the 30-day timetable established by Provisional Measure 1,394, according to iGaming Business. The outlet says almost 190 brands lost their authorisation after the deadline expired on October 25.

Each authorised operator had paid a BRL30 million licensing fee and placed a BRL5 million security deposit under the regulated-market framework. The report says the licence fees have not been returned, leaving operators to seek clarity on investments made for permissions originally designed to run for five years.

The official provisional measure prohibited the operation, offering, intermediation and advertising of fixed-odds betting. Industry organizations have challenged the measure before the Supreme Federal Court, while Congress also retains a role in determining its legislative future. The licence expiry does not resolve those pending proceedings.

Brazilian Institute for Responsible Gaming president Carlos Lima warned that licensed demand could migrate to unregulated sites. His estimates of the illegal market and wider economic impact are industry figures rather than official measurements. The immediate confirmed change is that the previous authorisations are no longer active while the prohibition and its legal challenges continue.
