Mozambique's new online-casino regulation is scheduled to take effect on November 20, creating a dedicated concession and compliance framework for digital games of chance. The national printing office's legal index identifies Decree No. 61/2026 as the measure approving rules for online gambling through electronic or computer systems.
Operators must be incorporated under Mozambican law, obtain a state concession and maintain at least MAD100 million meticais in share capital. A current review of the decree says Mozambican ownership must account for at least 26% of an operator and licensed platforms must use a .mz internet domain.
The rules require gambling-related payments to move through authorized domestic financial institutions or payment providers and be denominated in meticais. Operators must retain sector data for at least ten years, while internet and telecommunications providers can be directed to block unauthorized services within 48 hours of notification.
Player safeguards include deposit limits, self-exclusion and temporary account suspension. Minors and several other protected or conflicted groups cannot participate. The framework covers online roulette, blackjack, baccarat, poker, bingo, keno and virtual gaming machines, but its practical impact will depend on licensing decisions and enforcement after the effective date.
