Morocco's draft 2027 Finance Bill projects MAD195 million in receipts across mutual betting, lotteries and a distribution from horse-racing operator SOREC. The published breakdown assigns MAD90 million to deductions from mutual betting, MAD80 million to lottery proceeds and MAD25 million to distributed SOREC profits.
The Ministry of Economy and Finance released Bill No. 60-26 on October 23 after government approval earlier in the week. Separate reporting on the budget proposal says the government expects the fiscal deficit to remain at 3% of gross domestic product in 2027 while broader tax changes move through the legislative process.
The gambling-related figures are forecasts in a draft law rather than revenue already collected. Parliament can amend the bill before adoption, so the final amounts and legal provisions may differ from the proposal released in October.
The draft also proposes bringing declarations connected with gaming winnings into the automatic tax-assessment procedure when required filings are missing or incomplete. The sector-specific report says the change would apply to operations beginning January 1, 2027 if lawmakers approve the measure in its current form.
