The licensed Dutch gambling market generated €4.1 billion in gross gaming result during 2025, down from €4.5 billion a year earlier. The measure represents stakes after prizes are paid and covers both online and land-based products.
The Kansspelautoriteit market update shows the sharpest falls online. Casino GGR declined 18.2%, while online betting dropped 30.2%. Land-based gaming machines lost 4.7%, Holland Casino gained 2.8%, and lotteries fell 1.8%.
The regulator says player-protection rules introduced in late 2024 contributed to the online contraction. It also notes that the men's European Championship boosted sports-betting revenue in 2024, making the following year's comparison harder. CasinoBeats identifies the same online segments as the main source of the overall decline.
Participation data moved differently in early 2026. Licensed online accounts rose from 1.38 million to 1.48 million in six months, even though the KSA estimates about 490,000 people gamble online in a typical month. The gap indicates that many players hold accounts with several operators, so account growth alone does not signal a larger player population.
