Vietnam has enacted a new administrative penalty regime for betting, casinos and prize-winning electronic games, moving a proposal reported last week into law. Decree 391/2026/ND-CP was signed on October 20 and will take effect on December 5, 2026.

The official legal record confirms the decree number, issue date and effective date. That update matters because earlier industry reports still described the measure as a draft intended to replace Vietnam's 2021 enforcement rules.

According to the government's summary of the adopted text, organisations can face administrative fines of up to VND200 million, while the ceiling for individuals is VND100 million. The framework applies to betting, casino operations and prize-winning electronic games for foreigners.

The decree also allows regulators to suspend covered businesses for specified periods and confiscate evidence or equipment used in an offence. It sets a general one-year limitation period and distinguishes ongoing violations from conduct that has already ended when calculating that period.

The government says the final instrument contains seventeen groups of betting violations, fifteen for casinos and fifteen for prize-winning electronic games. Four further groups address anti-money laundering, terrorist financing and proliferation financing. Specific sanctions depend on the conduct rather than a single flat penalty.

An earlier account of the drafting process outlined the same structure but cautioned that it was not yet final. The signed record now resolves that uncertainty and gives licensed businesses until December 5 to align compliance procedures with the new enforcement framework.
