Voters in three northeast Indiana counties have rejected ballot measures that would have allowed an inland casino development to move forward. Public Question No. 3 failed in Allen, DeKalb and Steuben counties in the November 3 election.

Final unofficial totals reported by 21Alive News showed 59.6% voting against the measure in Allen County. Opposition reached 64.59% in DeKalb County and 58.66% in Steuben County. Allen County has also published its 2026 election results.

The question asked whether inland casino gambling should be permitted in each county. Indiana legislation approved in 2026 made local voter consent a condition for awarding a new casino licence in one of the three areas.

WBOI and the Indiana Capital Chronicle report that the outcome prevents the Indiana Gaming Commission from licensing the proposed development in any of the three counties. The law also bars another vote on the same question in a county that rejected it.

Supporters had presented the proposal as a source of jobs, tourism and tax revenue, while opponents raised concerns about gambling-related harm and effects on local businesses. The result ends the licensing path created for northeast Indiana under the current statute.
