Maine could open its regulated online casino market in the first quarter of 2027, but the state's gambling regulator has not set a firm launch date. Rules, licensing infrastructure and staffing all remain in progress.

Gambling Control Unit Executive Director Milt Champion described early 2027 as a potential window while outlining the work still required, according to a current report on the regulator's timeline. The unit is preparing an online application portal and plans to hire six employees to oversee the new market.

The official rulemaking page shows that a third version of the proposed rules was published on September 30 and remains open for public comment through October 30. If the comments do not require substantive revisions, the proposal can move to the Maine Attorney General's office for a legal review that may take as long as 120 days. Another publication would extend the schedule.

The revised framework addresses live-dealer systems, advertising and self-exclusion. It would allow approved live-dealer studios and some supporting systems outside Maine, while requiring the primary server that accepts and stores those wagers to remain in the state. Proposed advertising standards include protections for people under 21 and identification of the beneficiary tribe alongside its operator partner.

Maine's legislative record for LD 1164 confirms that the internet gaming law was enacted in January 2026 without the governor's signature. That authorization created the legal framework, but it did not switch on wagering. The regulator must still complete rulemaking and the operational steps before licensed sites can accept bets.
