Fukuoka Governor Seitaro Hattori has called for an extremely careful review of Oto's proposed integrated resort after the town formally asked the prefecture to advance the plan. His comments leave the initiative at an early political stage rather than signalling prefectural approval.

Oto Mayor Joji Nagahara delivered the request on October 20 and wants the prefecture to decide whether to proceed during the December assembly session. A KBC report from Fukuoka says Hattori warned that a project of this size and social impact would be difficult to pursue without consent from prefectural residents.

The governor acknowledged that a successful resort could support economic activity and employment, but also cited gambling addiction, effects on local living conditions and children, and consequences beyond the host town. A separate local broadcast report says he also wants the proposed location assessed against Japan's policy of using integrated resorts to encourage wider inbound travel.

Timing is another obstacle. Japan's next national application window opens in 2027, while a prefecture must consult residents, select a private developer fairly and prepare a district development plan before applying. Hattori said completing those steps on Oto's schedule would be tight.

A current industry report confirms that the prefecture has received the request but has not endorsed the project. Oto's economic projections remain municipal estimates, and no operator, approved site or completed public-consultation process has been announced.
