Brazil's state of Amapá has scheduled an October 27 tender for a 20-year concession to establish and operate its state lottery. The procurement appears as Competition 037/2026 on the state purchasing portal.
The winner will be responsible for developing lottery products, installing retail points, operating digital platforms, conducting draws and paying prizes. The tender covers six product categories across physical and online channels.
The concession has an estimated value of about R$22.5 million and requires a minimum fixed grant of R$2.6 million. Bidders will compete by offering a higher fixed payment in increments of at least R$10,000, according to iGaming Brazil's review of the documents. A monthly variable grant based on gross proceeds after prizes will also apply.
Brazilian and foreign companies may bid alone or in consortia, although the winner must create a special-purpose company with a head office or branch in Amapá. Commercial sales are expected to begin within 60 days after the contract is signed and the operating plans receive approval.
